On 26 July 2006 the international Rome conference on Lebanon met, and Fouad Siniora presented a seven-point plan: a comprehensive ceasefire, an exchange of prisoners through the Red Cross, an Israeli withdrawal, the extension of the state's authority and the deployment of the army in the South with an enlarged UNIFIL, and the Shebaa Farms under UN custody; Washington rejected an immediate ceasefire, and the points became the basis of Resolution 1701.
