✍Siniora's tears before the Arab foreign ministers in Beirut

PartiesGovernmentArab League / Arab statesIsrael / IDF

On 7 August 2006 an emergency meeting of the Arab foreign ministers was held in Beirut in support of Lebanon and to amend the American–French draft resolution, and Fouad Siniora broke down in tears twice during his speech as he described what he called "a horrific massacre" in Hula (he was mistaken, as the Hula raid left one martyr) and appealed to the Arabs: "Help us"; he had also wept in his speech at the Rome conference on 26 July. The scene was taken as an expression of the state's impotence and recalled Rice's "kiss" two weeks earlier, while the meeting ended by mandating an Arab delegation to the Security Council. Tzipi Livni answered the next day: "I saw Siniora's crying, and I tell him he should wipe his tears and get to work."
