In October 2002 Ghazi Kanaan took his leave of Rafik Hariri, and Brigadier Rustom Ghazaleh succeeded him as head of Syrian security and reconnaissance in Lebanon (formally appointed in December), ruling from Anjar until the Syrian withdrawal in April 2005. The Mehlis report accused him of eavesdropping on Hariri and threatening him before his assassination, without a conviction.
