●End of Amine Gemayel's term
On 22 September 1988 Amine Gemayel's term ended without the election of a successor, after parliament failed to hold a session and the American–Syrian settlement around Mikhael Daher stalled; hours earlier Gemayel appointed a military government headed by Michel Aoun. According to Gemayel's memoirs, he returned from Damascus on 21 September without a settlement, the American position having aligned with the Syrian proposal (the Khaddam–Murphy proposal of 3 September, then "Mikhael Daher or chaos"); René Moawad said that day: "Instead of helping us the Americans repeated the Syrian demand." The election session failed to reach a quorum (10 deputies at noon, then 13), so minutes before midnight Gemayel signed decree 5387 forming a transitional government headed by General Michel Aoun.
