¤Rebuilding Beirut

Saudi Arabia's entry through the economic door via Rafik Hariri, to balance Syria's military and political influence: on 31 October 1992 Rafik Hariri formed his first government and launched the project to rebuild central Beirut through the company Solidere (its law of 7 December 1991), with Gulf funding and a Saudi role parallel to the Syrian influence.
