On 18 August 1975 Kamal Jumblatt announced, in the name of the National Movement, the "Transitional Programme for Political Reform": abolition of political sectarianism, a proportional electoral law, and amendment of the presidency's powers. The Lebanese Front rejected it on the grounds that security comes before reform, and the political dispute turned into all-out war. Ironically, the same political forces later raised the slogan of reform before security during Michel Aoun's term.
