On 9 November 2003 the Israeli government approved by a slim majority the completion of an exchange deal with Hezbollah through German mediation, covering Elhanan Tannenbaum and the bodies of the three soldiers in exchange for dozens of Lebanese detainees and more than 400 Palestinians, with Samir Kuntar excepted; Sayyed Hassan Nasrallah answered on 10 November that the party's conditions were "clear, declared and not negotiable" and that he awaited "the text of the decision from the German mediator", and the deal took place on 29 January 2004.
