On 23 January 1995, the day after the Beit Lid bombing in occupied Palestine, President Clinton signed Executive Order 12947, which prohibits dealings with "terrorists who threaten to disrupt the Middle East peace process" and freezes the assets of 12 organisations in the United States, among them Hezbollah, Hamas, Islamic Jihad and the Popular Front; the first official American listing of the party on a sanctions list, before the "Foreign Terrorist Organizations" list of 1997.
